RPO stands for Recruitment Process Outsourcing. It is where an organisation hands some or all of its recruitment over to an external provider, who then runs that hiring on the organisation’s behalf and usually behind its brand. RPO can cover the whole hiring lifecycle or one part of it, and can run permanently, for a fixed project or on demand.

What does RPO mean in recruitment?

RPO in recruitment means Recruitment Process Outsourcing. It’s where some, or all of a recruitment process is outsourced. 

Recruitment Process Outsourcing (RPO) is a form of business process outsourcing where an employer transfers all or part of its recruitment processes to an external RPO service provider. How does RPO work?

Every RPO engagement is shaped around the client, but almost all of them move through the same five stages. What changes is the depth of each stage and who owns it. A high volume project spends most of its effort on attraction and selection, while a full end-to-end service puts far more weight on design and mobilisation at the start. The typical five stages we see are:

  1. Discovery and process design – Your RPO provider maps your current hiring process, volumes, costs, systems and pain points, then designs the service around what actually needs to change.
  2. Mobilisation – Teams, technology, service levels and reporting are put in place. This is the stage that decides whether an RPO lands well and it is usually where implementation fees apply.
  3. Attraction and sourcing – The provider takes on candidate attraction, advertising, direct sourcing and pipeline building, normally under your employer brand.
  4. Selection and offer – Screening, assessment coordination, interview scheduling and offer management, run to an agreed and consistent process.
  5. Onboarding, reporting and improvement – Pre-employment checks and onboarding, followed by regular reporting against agreed measures such as time to hire, cost per hire, quality of hire and diversity of pipeline.

How Much Does RPO Recruitment Cost?

The cost of RPO services varies and is dependent on several factors. There are also different pricing models that can be adjusted to an organisation’s specific requirements.  Commonly, commercial models underpinning RPO recruitment include some combination of the following: 

Implementation Fee

This is a one-off-charge and likely to be used when there is a significant amount of work to be undertaken to set-up the service e.g., Process mapping, introducing new technology (Including training end-users), transferring services from previous providers etc. If it is straightforward then it is unlikely to apply. 

Management Fee

Often providers will set a small monthly management fee for the duration of the contract which will help off-set some direct delivery costs, particularly if recruitment volumes are uncertain and the provider may be left with costs that are difficult to recover through placement fees alone. Whilst any commercial risk remains weighted heavily towards the provider, this arrangement reflects a shared responsibility which is fundamental if RPO is to work for your business. 

Placement Fees

This is where most costs sit and only applies when people start in the role. Within an RPO service, where a management fee is in place, these placement fees are substantially reduced, with many offered as a fixed-fee or single figure percentage of the annual salary. Most cost coverage and any profit for the RPO company depends on making placements – so they must perform!  

Alternative Models

Subject to requirements, alternative commercial arrangements may include a fixed-fee per month/per recruiter which can lend itself to On-demand RPO where support scales up and down quickly.  

When it comes to a ‘per-hire’ cost comparison, RPO invariably provides significantly greater value for money than more transactional recruitment agency services, whilst at the same time delivering process efficiencies and brand value. In many instances, RPO delivery is comparable to in-house recruitment models, but has the significant advantage of flexibility and scale which internal TA functions struggle to replicate at pace.     

IS RPO right for your organisation?

RPO is not the right answer for everyone, and any provider who tells you otherwise is selling rather than advising. What decides it is rarely the size of your organisation. It comes down to your hiring pattern, how much of your current process is already working and whether the problem you have is actually a recruitment problem in the first place.

RPO usually works well when:

  • You are hiring consistently, or in unpredictable peaks, and your internal team cannot flex fast enough.
  • Agency spend has grown to the point where nobody can defend it against an alternative.
  • Hiring quality or candidate experience varies depending on who is running the process.
  • You need reliable recruitment data and cannot currently produce it.
  • You are hiring into a regulated environment where consistency and compliance matter as much as spend.

RPO is usually the wrong answer when:

  • You hire a handful of people a year and volumes are stable.
  • You need one senior hire or highly specialist appointment, where executive search is the better fit.
